Default Dictum from the Material World book

Hello

In the book Living in the Material World is a dictum (kind of) about time. It's on Page 388. (I think)

I need to know from where this dictum is. And could somebody write it in English?

I found this answer on another George site.
It says the inscription comes from the Friar Park Clock Tower and says,
'Past is gone, though canst not that recall
Future is not, may not be at all
Present is, improve the flying hour
Present is only within thy power'.

The clock town and inscription is shown briefly at 1:18 of the video, "Ding Dong Ding Dong".
