A Paul fan sent a PM requesting that this picture thread be upgraded to "stick" status, because in that person's words, many Paul fans need their Paul fix. It is out of courtesy to them that this thread will be upgraded to a stick thread.
Others wanted "time sensitive" or music-themed threads to be the only "stick" threads. Since we cannot please everybody, I think one picture thread instead of a dozen jillion so that those who want their Paul picture fix can enjoy them in an accessible place.
