Yes, that is what is said over and over and over... The 0:02 "song" is called "Sgt. Pepper's Inner Groove". Though it's said only once, older phonograph players did not have an automatic arm lift when the record was finished. Thus, if left, it would repeat this line again and again until the arm was removed from the record.

If played backwards,the final run out groove repeats"HA HA,PAUL IS DEAD','HA HA PAUL IS DEAD".When played forward the words are "LUCY ABBY ALL THE WAY,LUCY ABBY ALL THE WAY".This run out groove was not in the American version of the Lp.
