Because when going through old Tom Petty and the Heartbreakers' fan club newsletters I found this question in a trivia contest:
What Heartbreaker rides across the scene on a bicycle at the end of the Traveling Wilburys video, "Handle With Care"?

No, thats a different video. Look at the screenshot above.

EDIT: Either ways, Mike would probably be my first guess, considering the rest of the Heartbreakers didn't seem too happy about Full Moon Fever and the Wilburys. (Remember, FMF was recorded first.)

Exactly because when you see the scene before with the guys sitting down there is no Dylan present....since he is riding a bike

...Or possibly on tour. If you remember from the documentary they had to do the album in 10 days cos he was leaving for tour. I couldnt tell you exactly when the video was shot though. That would be important to figure out.

But then why would the newsletter ask that question?
