I want to start getting bootlegs but I'm not quite sure how to start. Do you go somewhere to buy them or do you pay to download or are there places for free downloads?

http://www.beatlegs.org has a different CD for download each month.
Also you can downlaod a lot of stuff thru AudioGalaxy or WinMX and burn them. Go to http://www.bootlegzone.com for ideas.

There are a lot of vendors,so look around,but be warned--due to the nature of the transaction,iot can be a pig in a poke.

I think that he means that sometimes bootleggers do bad stuff like outfakes, releasing things from Anthology, that stuff and you normally can't get your money back.

Not just as Bandy says,but I have had the experience of having bought stuff and the "seller" never delivering.

"Pig in a poke" means a shady deal when something is bought sight unseen.
